Crawford & Company has announced changes in its leadership structure in the Middle East, appointing new heads for its property, construction and engineering, and power and energy divisions.

Ollie Waterman (pictured left) has been promoted to lead the property division, while Craig Jones (pictured right) has been appointed to oversee construction and engineering, and Ronan Mitchell will take charge of power and energy. The appointments are effective immediately.

All three executives will be responsible for managing claims and loss-adjusting operations within their respective sectors. They will also focus on expanding Crawford’s capabilities in the region.

Based in Dubai, they will report to Victor Noble, the company’s regional director for the Middle East and an executive general adjuster.

Leadership experience and market context

Waterman, who has worked in the insurance industry for 14 years, joined Crawford in 2021 as part of its major and complex loss team in London. He relocated to Dubai in late 2022.

Jones, with more than 15 years of experience in loss adjusting, has worked across the Middle East, Australia, and the UK, specialising in complex claims in the construction and engineering sectors. Before joining Crawford, he was an associate director for the Middle East and Africa at Integra Technical Services.

His appointment comes at a time when the global construction insurance market is seeing a rise in available capacity. A report by WTW indicated that insurers are increasing local capacity, with levels approaching those seen in 2019. This trend is expected to continue into 2025, driven by infrastructure growth, stable pricing, and new entrants in the sector.

Mitchell, who has been based in Dubai for the past seven years, has over a decade of experience handling major losses in the power and energy sector. He previously worked as a senior loss adjuster at Global Risk Solutions and earlier in his career as a loss adjuster at MatthewsDaniel.

Strategic expansion

Noble stated that the leadership changes align with Crawford’s broader objectives for growth in the region.

“Ollie, Craig, and Ronan bring deep industry experience and exceptional expertise in their respective fields, significantly bolstering our Middle East leadership team. This investment in top-tier talent demonstrates Crawford’s ongoing commitment to strengthening our considerable presence in the Middle East and enhances our ability to deliver high-quality service to our clients in the region,” he said.
